If you don't have digestion issues with dried beans, then you don't have to soak them. But I still recommend it unless you're making the black-eyed peas in a slow cooker.
My mom always soaked her dried legumes overnight before cooking them. However, she has informed me recently, that she does not soak them when cooking them in the slow cooker.
My take away from this is, do what you feel is best for you. I'll probably still soak them. I like the fact that soaking them softens the beans and I feel they cook better, faster, and are better for my own digestion.

Slow Cooker Black Eyed Peas with Ham and Jalapeno
Equipment

Ingredients
- 1 lb black-eyed peas
- 1 meaty smoked ham hock
- 8 cups water
- 1 onion , diced
- 2 ribs celery , diced
- 4 cloves garlic , minced
- 1 jalapeno pepper , diced
- 2 tablespoons cajun seasoning
Instructions
- Place all ingredients in the slow cooker and stir to combine.
- Cook on high for 6 hours or low for 8 hours.
- Remove the ham hock and separate the ham from the bone. Discard the bone and return the meat to the split peas.
